Swire Pacific Ship Management Limited (SPSM), headquartered in Hong Kong, provides fleet personnel services to The China Navigation Company, Hong Kong Salvage & Towage (HUD Group) and associated marine interests.
SPSM Hong Kong is a wholly owned subsidiary of publicly quoted Swire Pacific and draws on a register of over 700 officers and ratings from Europe, Australia, New Zealand, The Peoples Republic of China, Philippines, Ukraine and Papua New Guinea. Our manning sub-agents handle officers and crew from the following regions:
- Anscor Swire Ship Management: Philippine crew.
- CQC in Quanzhou, COSCO in Shanghai and ZOMS in Zhoushan: PRC crew.
- Alpha Navigation Co: Ukrainian crew.
- Steamships Shipping: Papua New Guinean crew.

To ensure that our corps of qualified, experienced and reliable personnel embrace these values at all times in the workplace, Swire Pacific Ship Management provides regular and comprehensive training ashore and on board to enhance technical and safety knowledge.
On board training is provided by SPSM’s own qualified safety trainers, while custom-designed courses in Marine Resource Management and Maritime English are provided at various institutions ashore, to ensure that both technical and safety issues can be managed and communicated effectively on board company ships.

Uniforms are provided and are required for all personnel when in work areas of the ship; we believe this helps to ensure a professional and safe working environment.
SPSM believes that regular contact with shore management is important to support our officers and crew in the effective and safe operation of our ships. It is company policy to encourage frequent ship visits by CNCo’s General Manager Fleet, Fleet Safety Manager, and Ship Managers, as well as SPSM management.
It is also policy, where practicable, for our officers to visit our Hong Kong office to meet with CNCo management prior to signing on a ship or when signing off on leave. This helps to foster a closer working relationship between staff at sea and management based ashore.
SPSM in Hong Kong also organises regular seminars to update officers on operational matters and to enable management to brief them on CNCo and SPSM’s latest policies on technical, safety, environmental, and other issues.
We believe that fostering close working relationships and a “family” atmosphere in the workplace helps to enhance operational and safety performance and encourages loyalty within the company.
